Civilian Operations is where the wider world of Tropical Heat is built. Businesses, friendships, rivalries, everyday incidents, criminal stories, and completely ordinary character moments all give public-safety roleplay something meaningful to interact with.
Good civilian roleplay does not need to involve police to matter. Long-term characters and recurring relationships are central to the kind of connected community THRP is trying to create.
These are the main areas this department supports during normal roleplay and larger community scenes.
